Village to commission sidewalk, fleet and paving studies to guide capital spending

Staff told the committee that, beyond flood mitigation, the capital plan will fund targeted studies in Year 1 so the board can prioritize candidate projects in Years 2–5. “Ive included monies to do an analysis of new sidewalks,” the Staff member said, adding that there are five or six potential locations the community has requested for evaluation.
The committee also discussed a fleet-management study. Staff said the village will inventory vehicles and create replacement schedules by department; until the study is complete the budget includes a placeholder 'bucket' for vehicle replacement that staff will prioritize when specific recommendations arrive.
On paving and traffic work, a committee member noted a $600,000 line for a design study at Prospect and Mamaroneck Avenue. An Agency official said that design work was already included in prior bond funding and that design documents were roughly 95% complete before issuing an RFP.
Committee members asked staff to coordinate with the traffic commission and include safety improvements (for example curb extensions) in consultant scopes where appropriate. Staff also confirmed the team will compare vendor contracts versus capital equipment/staffing costs to determine the most cost‑effective approach to catch‑basin maintenance and other recurring work.
