Resident raises five-year civil-dispute payment proposal at Spokane County public forum

Mosley said the matter involves a payment agreement signed by former assistant treasurer Arthur Witten in the commissioner's office with a witness present. "Circumstances and the matters of law concerning this resolution have been a long standing civil dispute between myself and the county," Mosley said, and he asked the county attorney, Matt Folsom, to address the issue if time allowed. Mosley said he is not an attorney and deferred legal points to Folsom.
The chair noted the forum was open comment and said commissioners would discuss the matter later and follow up. No formal action was taken during the meeting on Mosley's request.
