Culpeper supervisors approve budget amendments, carryovers and $25,000 EDA entrepreneurship grant

The Culpeper County Board of Supervisors approved a package of fiscal and program items including several budget amendments, departmental carryovers and economic development support.
Staff presented three primary budget adjustments for FY27: a roughly $604,925 reduction in school debt service arising from a 2025 refunding, an increase in audit services to reflect the forensic audit and the one‑year financial audit, and a $37,500 increase to Human Services to provide supplemental pay in July 2026 funded from department reserves. Taken together, staff said those adjustments produced a net $275,000 reduction in the adopted budget.
The board also addressed carryover requests for unspent FY26 funds (approximately $2.7 million noted in public posts) and voted to appropriate departmental carryovers where requested; staff explained some carryovers reflect encumbrances and donated funds that are earmarked for specific purposes rather than general fund increases. The carryover package passed after discussion.
Separately, the board unanimously approved a grant application to the Department of Housing and Community Development (DHCD) Industrial Revitalization Fund for renovation of the second floor of the Carver School building, approved a courtyard renovation plan for the municipal building, and authorized staff to negotiate a new lease for county office space at 118 West Cameron Street.
The Economic Development Authority requested $25,000 to pilot an entrepreneurship development initiative (modeled on a Harrisonburg program) to provide consultant coaching and up to $2,500 implementation grants per business; the board voted to approve $25,000 and to allow the EDA to use county procurement for the consultant. Proponents said the program targets small, locally owned businesses and is a modest investment to help scale operations.
Board members asked staff to provide clearer public communications about carryover vs. general fund balances so residents understand what funds are earmarked or encumbered versus available in the general fund. Staff said the intention of bringing carryovers forward is to increase transparency compared with prior administrative carryover practices.
