Staff told the board the county issued an RFP for forensic audit services in March and received five bids. In closed session the board directed staff to negotiate for a two‑year engagement and a not‑to‑exceed amount near $300,000; CLA’s negotiated offer of $250,000 for two years was presented as a best‑and‑final. "CLA did rate the highest based off of all the proposals together based on our evaluation using criteria in the RFP," staff said. Supervisor Bates questioned why initial CLA pricing was as high as $637,000 and how the evaluation justified the selection; staff responded that the $637,000 price was for a five‑year scope and that the board had instructed staff to negotiate a shorter, two‑year engagement.
A motion to accept CLA’s proposal was made and the board approved the contract on a recorded vote of 6–1. The board also discussed related audit choices: for the county’s FY26 financial statement audit, members approved using Brown and Edwards for one year under a cooperative contract at $112,500 rather than issuing a full RFP this year.
Supervisor Bates requested clearer documentation of the procurement and evaluation steps; staff said the evaluation packet and RFP criteria were provided to the board prior to the meeting. The board directed staff to ensure the forensic audit scope and reporting timelines are clear and to report progress to the board as milestones are reached.
The county will appropriate the $250,000 and proceed under the negotiated terms for the forensic audit. The motion to accept CLA’s proposal was moved by a board member and passed with one opposing vote.
