St. Helena council backs Spring Mountain property’s bid to expand sphere of influence

The Saint Helena City Council unanimously approved a resolution supporting the Spring Mountain property owners’ application to expand the city’s sphere of influence (SOI), a preliminary step ahead of any potential annexation with LAFCO.

Applicant representative Kay Filopakis described the group of parcels as roughly 850 acres across four ranches, noting some parcels already receive city services: "It’s about 850 acres in total," she told the council. Filopakis said parts of the property are already served by city water and emergency services and that inclusion in the SOI would allow more flexible uses of the winery property and create opportunities for coordinated historic-preservation efforts.

City staff framed the item as the city responding to an applicant-initiated request; the action signals the city’s willingness to consider the parcels as probable future service and boundary areas. Council members said the move was prudent given existing service relationships and potential shared historic assets. The motion to adopt the attached resolution passed unanimously on roll call.

Staff and applicants noted many steps remain before any annexation would occur; the SOI action is advisory to the LAFCO process and does not itself change property boundaries or services.
