Rolla council approves multiple ordinances, authorizes procurement exception and Route 66 signage

Rolla City Council approved a slate of ordinances and administrative actions during its March 17 meeting, voting to vacate easements, rezone property, authorize construction contracts and grant a tax abatement for a proposed hotel.
City Counselor Nathan Nickolaus read several final‑reading ordinances by title. Ordinance 4843, vacating an easement at 1527 Saint Maria's Street, passed on a roll call vote with no nays. Ordinance 4844 rezoned 602 N Olive Street from C‑1 Neighborhood Commercial to R‑4 Urban Multi‑Family and was approved on final reading. Ordinance 4845 vacating the remainder of an alley north of 11th Street between Bishop Avenue and the former rights‑of‑way of State Street passed with one abstention (Councilwoman Tina Balch) and no nays. Ordinance 4846 approved an Enhanced Enterprise Zone tax abatement and authorized the city to enter into an agreement with PRISA Hotel LLC for a Home2 Suites by Hilton project; that ordinance passed unanimously. Ordinance 4847 authorized an agreement with NB West Contracting Company for Project 595, FY2025 Asphalt Phase I, and Ordinance 4848 authorized an agreement with G&W Overhead Door for fire station bay doors; both passed on roll call votes.
Council also approved RESOLUTION 2060, granting a temporary exception to the city's procurement policy related to the new animal shelter, and RESOLUTION 2061, authorizing a memorandum of understanding with the Rolla Chamber of Commerce for Route 66 signage. Both resolutions passed by voice vote.
In other procedural actions, Council accepted an easement granted by the Curators of the University of Missouri to allow water distribution improvements between White Columns Drive and Collegiate Boulevard (motion passed 10–0 with one abstention) and approved the disposal of listed records pursuant to the Missouri Records Retention Law (voice vote 11–0).
The meeting later recessed into a closed session under RSMo 610.021(12) to discuss sealed proposals and contracts; Council returned with no reportable actions.
