Bus driver raises school-zone sidewalk safety; council considers Flock cameras after vehicle-theft report

Debbie Dalton, a bus driver for RPS, told council a narrow stretch of sidewalk off Soest near Mark Twain Elementary becomes hazardous during inclement weather and noted that a flashing radar speed sign reported 30 mph, which conflicts with the 20 mph school-zone limit. Legal counsel stated that adjacent property owners are responsible for clearing sidewalks; Councilman Mattias Penner relayed related concerns from the Director of the Bus Barn and asked staff to contact Rolla Public Schools for further consideration.
Resident David Dukes praised local law enforcement for their role in recovering his daughter's stolen vehicle and also expressed frustration over a ticket issued for a trailer parked on the street for an extended period.
Councilman William Hahn asked Police Chief Sean Fagan whether a Flock camera system would have aided a quicker recovery; Chief Fagan said, "it would have made a difference," and described how the Flock camera network functions. The council asked City Administrator John Butz to circulate information about the system for review.
Chief Fagan also reported that a Narcan dispenser in the police department lobby has been used and said officials have seen a decrease in overdose cases since it was made available.
What happens next: staff will follow up with Rolla Public Schools on sidewalk and snow-clearing concerns and circulate details on the Flock camera system for council review; no procurement decision was made at the meeting.
