Rolla City Council approves asphalt and sewer contracts, authorizes grant application and amends FY2024 budget

Rolla City Council voted Tuesday to approve two public-works contracts, back a regional grant application for storm-sewer replacement and adopt year-end budget adjustments.
On final reading the council approved Ordinance 4841, authorizing an agreement with Corrective Asphalt Materials, LLC. The ordinance was read by City Counselor Nathan Nickolaus; the motion to adopt was made by Rob Kessinger and seconded by Tina Balch. A roll-call vote recorded Ayes from Mayor Pro-Tempore Kevin Greven and all attending council members (Mattias Penner, Victoria Steen, Nathan Chirban, Balch, Megan Johnson, Kessinger, William Hahn and Joshua Vroman). Jackson and Fridley were absent.
The council also adopted Ordinance 4842, authorizing an agreement with Visu-Sewer of Missouri, LLC. That motion, moved by William Hahn and seconded by Nathan Chirban, passed by roll call with the same nine members voting Aye.
Council then authorized staff to submit an application to the Delta Regional Authority for the Community Infrastructure Fund to replace a 19th-century storm sewer off Rolla Street. Public Works Director Darin Pryor told council the project is estimated at $2,500,000, with the city’s match equal to the $1,250,000 grant request. City Counselor Nathan Nickolaus read Resolution 2057; the motion by Megan Johnson, seconded by Tina Balch, passed on a voice vote of 9 Ayes, 0 Nays.
Finance Director Steffanie Rogers explained why the council needed to revise the fiscal 2024 budget under Missouri law (RSMo Chapter 67). The revised totals presented to the council showed $38,954,785 in total revenues and $40,729,629 in total expenditures (including depreciation), with a net change of $238,017. Resolution 2058 to adopt the adjustments was moved by Tina Balch, seconded by Kevin Greven, and approved by voice vote.
The council’s recorded votes and the titles of the ordinances and resolutions were read into the record by City Counselor Nathan Nickolaus during the meeting. No additional public hearings were held on the listed contracts or budget revision during the session.
What happens next: contract awards will proceed per the adopted ordinances and staff will pursue the Delta Regional Authority application subject to council authorization and any required matching-fund arrangements. The budget revisions take effect as adopted and will be reflected in city accounting subject to the usual audit.
