Bill No. 4041, authorizing the mayor to execute a contract with St. Louis County for vector abatement services, advanced on a second reading and passed on final passage after motions by Alderperson Bette Welch and Alderman Beth Parker, respectively; the ordinance passed by unanimous voice vote. Bill No. 4042, which creates the position of City Administrator and describes the position’s roles and responsibilities, advanced and passed following motions from Alderman Ben Stark; the measure passed by unanimous voice vote. Bill No. 4043, authorizing an agreement with SCI Engineering, Inc., likewise advanced on second reading and passed on final passage after motions by Alderman Odenwald and others.
In Old Business the board approved a contract with Hello Garage to repair the sallyport floor, authorized purchase of a new surveillance camera system for the Public Safety Building, and approved replacement of a holding cell commode. Motions for those items were made and seconded by council members and were approved "by all in favor"; the transcript records unanimous approval but does not include roll-call tallies.
A presubmitted written comment from resident Sheryl Maisenhelder asked the city to keep an accessible door adjacent to the City Center’s only elevator unlocked during normal business hours, including weekends, or to install an additional camera or a buzzer so patrons with mobility issues can be admitted without detouring through the main entrance. Maisenhelder said she had been told by Director of Parks and Recreation Chris Buck that the door is kept locked for security and that the current practice requires callers to reach the main desk, which sometimes goes unanswered; she said the current arrangement has led some mobility-impaired residents to stop attending a weekly meeting at the City Center. "With how this is currently being handled it makes those of us with mobility issues feel like the City doesn't care about us," she wrote in the presubmitted comment.
The meeting also included routine business items and a motion (approved) to move into a closed session; council members later moved to adjourn the closed session. The board set its next meeting for April 8, 2025, at 6:00 p.m. The transcript does not specify the final vote counts for the recorded unanimous voice votes.
