City approves HWC contract to design expanded Franklin Family Aquatic Center

The Franklin City Board on July 6 approved a professional services agreement with HWC Engineering for design, engineering and construction administration for the Franklin Family Aquatic Center renovation and expansion.
Parks Director Chip Orner described a concept that includes a wave pool, a bowl slide, two body slides, an expanded zero-depth pool and child area, a ninja course and a zip line that would enter the water, as well as renovations to mechanical systems, the bathhouse and pool deck. He said the concept also adds about 130 parking spaces.
Orner and staff said the redevelopment commission (RDC) has approved funding for the design work; the board expects a full presentation of design options and funding mechanisms in August with HWC and the project consultant. Staff described the work as an extensive overhaul of the existing 41-year-old facility intended to extend the pool's useful life by decades.
The board approved the professional services agreement and directed staff to return with the full funding package and construction schedule. No construction contract was awarded at the July meeting; the action authorizes the next step of design and engineering.
