The Franklin City Board of Works approved a renewal of the city's residential solid-waste, yard-waste and recycling collection contract with Waste Management after staff said negotiations had been ongoing for approximately eight months.
City staff and the city attorney said the new agreement keeps the per-household base rate at $17.22 through 2027, then moves to $18.08 in 2028, $18.99 in 2029, $19.94 in 2030 and $20.94 in 2031. The mayor said the city chose to negotiate and keep lower rates in the early years rather than put the service back out to bid, and staff noted the contract continues to include a heavy-trash day that many neighboring cities do not provide.
The city attorney told the board Waste Management had proposed contract language to allow price adjustments for increased fuel costs or new taxes, and the city rejected those proposals; the final contract contains no fuel-surcharge clause and does not permit unilateral rate increases tied to tax changes. Staff said that choice protects the city but leaves Waste Management without the ability to seek price relief for future legislative tax changes.
The board approved the renewal by voice vote. City staff said they believe keeping the early years lower is financially advantageous to residents and that Waste Management has improved responsiveness to service issues in recent years.
