Thorntown council adopts surplus and voiding resolutions, names IMPA successor and plans well-site survey

During routine new-business items at the March 3 meeting, the Town of Thorntown Council adopted two administrative resolutions and addressed utility property concerns.
Clerk/Treasurer Koren Gray read Resolution 2025-03, which lists old computer equipment, three metal desks, a chair and a sweeper to be declared surplus. Sara Fairfield moved to allow the surplus, Gary Coffman seconded, and the motion passed 5-0.
Gray then read Resolution 2025-04 authorizing cancellation and voiding of outstanding checks so funds can be returned to the appropriate accounts. Sara Fairfield moved to approve and Randy Bruder seconded; the motion passed 5-0.
With the announced retirement of long-time utilities employee Gary Moody, the council moved to appoint Earl Parsons as Moody's successor on the IMPA Board of Commissioners. The motion passed 5-0.
On the town's water infrastructure, Dan Cutshaw reported that the town holds two deeds that do not fully cover the area needed for the water well and plant. He recommended the town order a survey within 30 days at an approximate cost of $2,000 and said he and Town Attorney Amy Nooning are working on renewing the lease for the current well field. The recommendation for a survey was presented as a next step; no formal contested action was recorded.
