Engineering staff told the board that residents on Jefferson and Wood Street have experienced frequent flooding and that portions of the village storm system date back many decades and are underdesigned or damaged. Staff reported that bids opened in April and the lowest responsible bidder is Montesano Brothers at $1,921,445.
Staff said a portion of the project is covered by obligated FEMA disaster-relief funding (approximately $1,490,000) and that the village has bonded $1,000,000 toward the remaining portion; trustees approved authorizing funding for the construction contract. Engineering staff also presented proposals for construction-administration and inspection services and recommended retaining the design engineer (the design engineer's construction-administration proposal) for continuity and responsiveness; the board approved that recommendation with contingency funding included.
Trustees asked about construction inspection, reporting and contingency planning; staff said progress meeting minutes, daily inspection reports and contingency provisions were included in the recommended contract and that staff would stay engaged as project manager.
