Trustees moved on June 23 to schedule a public hearing and extend a moratorium on certain regulated systems (as described in an AKRF memorandum) from its Aug. 1 expiration to Nov. 1 to allow the village attorney time to draft a proposed local law.
A trustee explained the moratorium is intended to buy time for staff and the new village attorney to review sample local laws from other communities and to consider definitions and a tiered approach; the current proposal discussed at the meeting would allow tiers 1 and 2 with permitting and site-plan review while restricting larger tier 3 facilities, but staff cautioned tiers differ across jurisdictions and the draft law needs careful tailoring.
The board approved a motion to schedule the public hearing in two weeks and to extend the moratorium to Nov. 1 to permit review by the building inspector, fire department and planning board and to allow the new village attorney to draft the law.
