Interim superintendent outlines plans to explore shared services and streamline pre-K reregistration

Interim Superintendent Mr. Scatterfield told the board he has been meeting with superintendents from surrounding districts to explore sharing services that could reduce the district’s out-of-district tuition and transportation costs. “These are things that may not be realized in this budget, but it will give you baseline information for next year so you can possibly anticipate revenues and a lot of cost savings,” he said, noting that out-of-district placements can cost “anywhere from 10 to 20,000 a kid for the year.”
Scatterfield said the district is exploring consolidating transportation and outplacement seats with nearby districts to avoid duplicate contracting and high per-student costs. He also said discussions include the potential sharing of personnel where feasible.
On registration, Scatterfield announced a re-registration rollout through ParentSquare and the Genesis portal that will allow parents to complete forms online, link siblings, and update contact and address information. He said the system will lock access until required forms are submitted but that families will receive email follow-ups and about two weeks to provide documentation before access is restricted. “We’re trying to make it simple for everybody,” he said.
Scatterfield gave preliminary pre-K numbers: about 50 to 55 registrations to date, with a district capacity of 95 pre-K seats (split between three- and four-year-old slots) and a five-year target 'universe' of about 130 seats. He said the district will add classrooms incrementally—one or two per year—based on waiting lists and demand, and that lotteries will be used only if registrations exceed available cutoffs.
Board members asked follow-up questions about lottery criteria, sibling linking and whether beginning-of-year health forms could be duplicated more efficiently; district staff said they will continue to refine the portal settings so parents do not have to enter duplicate information for multiple children.
Scatterfield said he will continue to report to the board as shared-service discussions and portal refinements develop.
