Council promulgates updated Emergency Operations Plan
Summary
Council reviewed and adopted an updated borough Emergency Operations Plan (last revised May 2024) by adopting Resolution 10 29; the plan includes updated contact lists, responsibilities for elected officials and an upcoming FEMA training for senior officials.
Dwayne Ober, the borough’s emergency management coordinator (and WESC fire commissioner in his WESC role), presented updates to Lititz Borough’s Emergency Operations Plan, which is reviewed every two years. He said the plan’s appendix includes a notification and resource manual (points of contact), that personnel names were updated to reflect new council membership and department leadership, and that the borough population was updated to a 2024 census figure of about 9,600 residents.
Ober reviewed the municipality’s role in the National Incident Management System (NIMS) framework and described local responsibilities: elected officials approve service providers and appoint the emergency management coordinator, who coordinates response activities and requests county assistance when local resources are exhausted. He also noted a FEMA‑provided “overview for senior officials” training scheduled for April 9 and encouraged elected officials to attend.
Council moved to adopt Resolution 10 29 to promulgate the updated Emergency Operations Plan and approved it by voice vote. Staff will distribute updated copies and follow the promulgation procedure per the plan’s maintenance schedule.
