The Burke County Board of Education on March 17 approved a guaranteed maximum price (GMP) for Phase 1 demolition of the Burke County Life Center and selected Performance Services for a design–bid–build vestibule hardening and security project.
S9 introduced the demolition GMP listing a cost of $583,860 for Phase 1 demolition; S3 moved to approve the GMP and S1 seconded. The board approved the motion by show of hands. S9 then introduced Mr. Paul Williams (S12) to discuss the vestibule project. Williams reported that the district solicited proposals and recommended Performance Services because the company provides integrated architecture, engineering and construction work under one contract, which they said allows a guaranteed price and minimizes change orders.
Board members asked clarifying questions about timing and how the guaranteed price will be established; staff said the final contract value will be set once Performance Services completes engineering and drawings. S6 moved to approve the Performance Services selection for the vestibule design‑build; the board approved the selection by show of hands.
Why it matters: Approving a demolition GMP and a design‑build selection are material facilities decisions that will affect budgets and building security upgrades. The guaranteed‑price approach aims to reduce change‑order risk and consolidate accountability under one contractor.
What happens next: Performance Services will complete design and return price documentation to the district; staff will proceed with demolition contracting consistent with the GMP authorization.
