Miss Willis (S10), who oversees the Early Head Start program, presented the program's February 2026 budget and performance report and shared results from a parent survey conducted October–December 2025.
Key figures presented: funded enrollment listed at 94, daily attendance recovering to 94, monthly attendance for February at 86, a waiting list of 23, and 45 children slated to transition out of the program. Health measures were strong—100% of required immunizations were reported up to date and monthly reportable center health incidents were zero. The program reported $13,507.78 in monthly income and February spending of about $196,965.92, with January–March expenditures totaling $350,086.97 and encumbrances of $22,244.97.
Willis also reviewed a parent survey with 68 responses: 97% said their child felt safe and cared for; 100% said the program supported growth and development (67 responses on that item); 99% said staff keep them informed; and 96% indicated they would recommend the program. Willis described a mix of electronic and paper outreach and an anonymous submission process; she noted small incentives were used to encourage timely responses.
After discussion, S8 moved to approve the Early Head Start item and S1 seconded; the board approved the motion by show of hands. Board members praised the program’s outreach and recommended sharing survey practices more widely across the district.
Why it matters: The Early Head Start program serves young children and families in Burke County; high parent satisfaction and full immunization rates are indicators the board highlighted when voting to continue support and oversight.
What happens next: Staff will provide copies of the survey and continue outreach, and the board approved the program as presented.
