Orchard View Schools' board on April 20 approved a set of budget amendments, adopted a bond refinance resolution and accepted personnel changes during a regularly scheduled meeting at Orchard View High School.
Heather Lorenz-Babcock presented the budget amendments and said the district’s financial reports were included in meeting attachments. The board approved the 2026 budget amendments on a motion by Board Member J. Eggeman, supported by C. Bankhead; the motion carried 6–0.
Lorenz-Babcock also described a bond refinance opportunity the district accepted after being notified on April 15 that market conditions were favorable. She reported the refinance will save the district $226,280, with closing scheduled for May 12, 2026. The board adopted the Bond Refinance Resolution on a motion by J. Eggeman, supported by L. Nelson; a roll call vote recorded ayes from J. Taylor, C. Bankhead, L. Nelson, S. Horsly, J. Eggeman and T. Joppie.
The board also approved the April personnel change spreadsheet (motion by J. Eggeman; support by C. Bankhead), carried 6–0. Specific personnel additions, separations or reassignments were included in the personnel spreadsheet attached to the meeting materials; those details were not read into the public minutes.
Board President T. Joppie called the routine business items and votes after initial presentations and recognitions. During public comment earlier in the meeting, Kenya Blake urged the board to reconsider rules on seniors decorating graduation caps; Board Member L. Nelson asked for follow-up to clarify that issue.
Next steps noted in the meeting: the bond refinance is scheduled to close May 12, 2026; the board will continue follow-up on the graduation cap request and on educator compensation, which Board Member S. Horsly raised during member items. No further formal actions on those discussion items were recorded at this meeting.
The meeting adjourned at 8:25 p.m.
