Orchard View Schools board approves 180‑day expulsion, adopts surveillance policy and joins Schools of Choice

Orchard View Schools Board of Education members met Feb. 17 in Muskegon and approved multiple actions, including a recommendation to expel a student for 180 days, adoption of a revised video surveillance policy and participation in the Muskegon Area Intermediate School District’s Schools of Choice plan for 2026–27.
The board voted 5-0 to recommend a 180‑day expulsion for student HK260402C following a closed-session suspension/expulsion/reinstatement hearing. The motion to recommend expulsion was made by L. Nelson and supported by J. Wydeck; roll-call ayes were recorded for L. Nelson, S. Horsly, J. Eggeman, J. Wydeck and T. Joppie. The board took the action after moving into closed session at 7:03 p.m. and resuming open session at 8:48 p.m.
Also during the meeting the board adopted revised Policy 7440.01, Video Surveillance and Electronic Monitoring. The motion to approve the policy was made by J. Wydeck, supported by L. Nelson, and carried 5-0. Board President T. Joppie described the item as a second reading of a revised policy that reflects state mandates and district updates.
The board approved a Schools of Choice resolution to participate in the Muskegon Area ISD program for the 2026–27 school year. The motion, made by L. Nelson and supported by J. Eggeman, was recorded as carried; the board noted it will discuss available openings at its March 9, 2026 meeting.
The meeting also cleared several routine business items: the consent agenda (including minutes from Feb. 9 and district and Head Start financial reports for January) was approved 5-0; the board approved staff changes listed on the February personnel change spreadsheet (motion by L. Nelson, support T. Joppie, carried 5-0); and the meeting adjourned at 9:04 p.m.
Superintendent Tom Hamilton introduced Jason Hoogenstyn as the Supervisor for the Eastern Service Unit assigned to Orchard View; Hamilton said Jason "is happy to be here and has jumped right in." Curriculum Director Jim Nielsen described a March districtwide reading initiative — "one school, one book during March is Reading Month" — and invited board members to participate. Brandy Carey, director of community education, said a $5,000 grant in partnership with Chartwells will support weekly food box distributions.
What happens next: the board will discuss Schools of Choice openings on March 9; the expulsion recommendation will proceed under the district’s student-discipline procedures. The board did not take public comment during this meeting.
