The Ross Town Council approved the consent agenda at its March 12 meeting, which included acceptance of the 2025 annual progress report (APR) for the town's sixth-cycle housing element.
Planning staff member Roberta summarized the APR and said, "In 2025, the town issued building permits for 7 housing units. They are all ADUs," and noted the APR will be submitted to the state HCD on April 1. Council and staff discussed how the town tracks affordability for ADUs, with staff explaining that some ADUs are deed-restricted and that the state uses an affordability calculator based on square footage to determine whether an ADU may be counted as affordable.
Council member Salter moved to approve the consent agenda item 11c and the motion passed on a roll-call vote with all present council members voting yes.
