Kingsley council approves multiple resolutions, authorizes South Brownson reconstruction

At its Jan. 9 meeting, the Village of Kingsley council approved a package of resolutions — including changes to water and sewer rates and council rules — authorized the South Brownson reconstruction proposal, set two study sessions and discussed Brownson Park splash-pad plans; one resolution died for lack of action.
The Village of Kingsley Village Council met Jan. 9, 2023, and approved a slate of administrative resolutions and a street-reconstruction proposal before adjourning at 7:45 p.m.
President Lajko opened the meeting at 6:00 p.m. and, after roll call, the council unanimously accepted the meeting agenda. On a motion by McPherson, seconded by Weger, the council approved the consent calendar, which included the Dec. 12, 2022 minutes and informational items such as Grand Traverse County Sheriff statistics and the check register.
During new business the council voted to adopt Resolution 01-2023 (Street Administrator), Resolution 02-2023 (Administrative Fee), Resolution 03-2023 (Performance Resolution), Resolution 04-2023 (Water/Sewer Rates), Resolution 06-2023 (Rural Taskforce Representative), Resolution 07-2023 (Medical Marihuana Fees) and Resolution 08-2023 (Council Rules). Resolution 08-2023 was approved with a correction to item #5 on page 2 concerning the timeframe for submitting agenda content. Each resolution was moved and seconded and recorded as carried with Bogart absent.
The council also passed Resolution 09-2023 concerning a Village/County civic-center south agreement. On the street-reconstruction item, the council approved the South Brownson Reconstruction Project proposal on a motion by Walton, seconded by Bott; recorded yes votes were Wallace, Weger, Lajko, Walton, McPherson and Bott, with Bogart absent.
Council members discussed the Brownson Park reconstruction project and a proposed splash pad, but there was no formal vote on the splash pad during this meeting. Discussion of Lot 32 took place and a proposed Resolution 10-2023 "died for lack of action," meaning no successful motion or vote was recorded on that item.
In regular reports, the council accepted the Financial Fund Balance Report (motion by Walton, seconded by McPherson) and approved the bills and additions (motion by Weger, seconded by McPherson) with recorded yes votes from Bott, McPherson, Walton, Lajko, Weger and Wallace. Department and administrative reports included a parks update on Brownson Park, a zoning report from Roger Williams, a wastewater treatment plant report by Josh Hall, and Manager Aldrich’s update listing training, website revamp, SPARK grant activity, County ARPA lead/copper project work and IIJA funding items.
The council set a Goals Study Session for Jan. 23, 2023 at 6:00 p.m. and a Budget Study Session for Feb. 13, 2023 at 6:00 p.m. The meeting adjourned at 7:45 p.m.
