The Goodyear City Council on June 22 approved a five‑year intergovernmental agreement with the City of Avondale to continue senior services for Goodyear residents, while acknowledging a large increase in the first‑year cost.
Parks and Recreation Deputy Director Gailene Ozlansky told council that the longstanding partnership—begun in 2014—moves to a cost‑per‑participant model and that the city faces a first‑year FY27 payment of $189,000, up from roughly $42,000 in the current agreement. Ozlansky said Avondale uses a registration count rather than tracking days of attendance; staff cited 76 registered Goodyear residents in fiscal‑year‑26 data for the cost calculations.
"It's important to note that this agreement does have a termination clause. It's a 30 day termination clause," Ozlansky said, noting the clause gives the city flexibility while staff works on short‑ and long‑term options to provide senior services locally.
Council members asked whether Meals on Wheels deliveries cover all Goodyear seniors; staff said the Avondale service area limits some deliveries and that Meals on Wheels through the area agency on aging operates via grants and does not reach all seniors. Councilmembers encouraged staff to explore bringing services in‑house to expand reach and reduce per‑resident costs.
The council voted 7–0 to approve the IGA and authorized staff to execute the agreement.
