Council adopts amendment to Fulton Homes at Ballpark Village PAD

Goodyear city planners and council on June 22 approved a conditional rezoning to amend the Fulton Homes at Ballpark Village planned area development covering about 156 acres at the southeast corner of West Yuma Road and South Australia Parkway.
Senior Planner Justin Gabrielson said the amendment removes an alley‑loaded residential district, adjusts lot dimensions, introduces a new district and redistributes open space so the plan contains six parks of varying sizes instead of three. Gabrielson said the amendment reduces overall density by increasing average lot sizes and maintains required pedestrian access points to Bullard Wash, West Yuma Road, Estrella Parkway and the ballpark area.
"The proposed amendment also maintains the previously required pedestrian access points," Gabrielson said, and he noted the ordinance contains a stipulation requiring developers to notify future residents about nearby noise‑generating uses, including Luke Air Force Base, Phoenix Goodyear Airport and the ballpark.
Councilmembers asked whether multifamily housing was included; Gabrielson said no multifamily is proposed and that the amendment decreases total lots. He also said the applicant has indicated an eagerness to move forward with preliminary platting.
The council adopted Ordinance No. 2026‑1651 to conditionally rezone the property to the amended PAD. The motion passed 7–0.
Staff noted a neighborhood meeting on April 7 drew no attendees and that staff had received no public inquiries on the proposal prior to the hearing.
