Rolla utility posts first-quarter operating loss; animal shelter project still needs roughly $450,000

Rolla Municipal Utilities General Manager Rodney Bourne told the City Council on March 3 that RMU posted a total operating loss of $738,301 in the first quarter, with operating expenses of $8,886,786 — an increase of $1,126,267 compared with the first quarter of 2024. Bourne said total net loss was $337,175, a decline of over $800,000 compared with 2024’s comparable period.
Separately, City Administrator John Butz updated the council on construction of a new Rolla Animal Shelter. Butz said the project has received $861,661 in donations to date toward an estimated $1.5 million total cost and that roughly $450,000 more will be needed to complete and furnish the facility. Butz asked the council whether it would be willing to consider an exception to the procurement policy specific to the shelter that would raise the council-approval threshold on expenditures from $10,000 to $25,000; he said a resolution reflecting that change would be presented at the March 17 meeting.
Councilmembers asked few questions during these reports; no formal action on RMU finances or procurement policy was recorded at the March 3 meeting. The reporting items were presented for council review and follow-up work was scheduled as indicated by staff.
