Rolla council holds hearings on Olive Street rezoning, alley vacation and Home2Suites EEZ

Mayor Louis J. Magdits opened public hearings at the March 3 Rolla City Council meeting on three land-use and development items and closed each after limited public comment and staff discussion.
At 6:38 p.m. the council considered a request to rezone 602 N Olive Street from C-1 (Neighborhood Commercial) to R-4 (Urban Multi-family). City Planner Tom Coots presented the item and William Benhardt, the applicant representing Blarney Stone Investments LLC, spoke on behalf of the rezoning request. With no further public comment, Mayor Magdits closed the hearing at 6:44 p.m. City Counselor Nathan Nickolaus then read the ordinance by title for its first reading.
The council immediately proceeded to a public hearing on vacating the remainder of an alley north of 11th Street between Bishop Avenue and State Street. The hearing opened at 6:45 p.m.; council discussion followed and, with no additional comments, the hearing closed at 6:49 p.m. Nickolaus read the related ordinance for first reading by title.
Finally, at 6:49 p.m. the council opened a hearing on an Enhanced Enterprise Zone (EEZ) tax-abatement proposal for a proposed Home2Suites by Hilton project. City Administrator John Butz introduced the item; discussion concluded and the hearing closed at 6:55 p.m. Nickolaus read the ordinance for its first reading, authorizing the city to enter into an EEZ agreement with PRISA Hotel LLC.
None of the three items was recorded as receiving final approval at this meeting; each ordinance was read for its first reading by title and will return for subsequent consideration according to council procedure.
