Rolla council approves annexation, zoning changes, contracts and personnel resolution

The Rolla City Council on Jan. 6 approved a package of ordinances, resolutions and contract awards covering annexation, zoning, transportation planning, software and public-safety purchases.

- Annexation and zoning: Council approved Ordinance 4837 to annex a portion of 13063 Old Wire Outer Road into Rolla and assign it C-2 (General Commercial) zoning. The roll call vote was unanimous among present members (Ayes: Penner, Greven, Steen, Vroman, Chirban, Balch, Johnson, Kessinger, Hahn and Fridley; Jackson absent).

- Contracts and procurement: Council approved Resolution 2053 to contract with Revize for website services (voice vote 10–0–1 absent). A design contract was awarded to Lochmueller Group, Inc. for intersection improvement design and right-of-way plans for 18th/Bardsley/Old St. James (award amount $211,400); the ordinance to formalize the agreement was read for first reading. Procedural notes and next steps: Several items were read by title and approved either by voice vote or roll call as noted above. The Lochmueller design project was discussed as a long-range design effort that may not be built for 10–15 years but is needed for right-of-way planning; Council requested staff consider additional clearances near the railroad in the design.
