City Planner Tom Coots introduced a rezoning request for 21 Stephendale Court on Jan. 21. The applicant, Thu Tran, said he plans a small carry‑out Vietnamese restaurant and believes the property can provide about 5–7 parking spaces. Neighbor Will Bernhardt spoke in opposition, saying the dead‑end street lacks appropriate parking and that an entrance would bring increased traffic to a typically low‑trafficked residential street. After public comment the hearing was closed at 6:47 p.m. and City Counselor Nathan Nickolaus read the ordinance for its first reading by title.
The item will return to council for subsequent readings and any additional action required by the council's ordinance process.
