Richland R‑I board approves audit, shortens attendance cap to 12 days; budget approval delayed to Nov. 7

The Richland R‑I Board of Education met Oct. 16 and approved the district’s annual audit and a set of MCE policy updates while postponing final approval of the 2024–25 operating budget.
President Chris Porter called the meeting to order at 6:00 p.m. The board recorded members Chris Porter (president), Hollie Wheeler, Clinton Corlew, Kevin Evans, Jason Blunt, Dennis McGarity and Jeremy Conner as present. The meeting opened with a consent agenda covering minutes, the meeting agenda, bills and the superintendent’s expense reimbursement; Ms. Hollie Wheeler moved to approve the consent agenda and Mr. Jeremy Conner seconded. The motion passed 6–0.
Jeff Stroder of audit firm Beussink, Hey, Roe & Stroder presented highlights from the completed audit. On a motion by Mr. Jeremy Conner, seconded by Mr. Kevin Evans, the board voted 6–0 to “approve the audit as presented.”
The board also approved updates to MCE policies. Ms. Hollie Wheeler moved to approve all updates with a specific change to R2310: the policy will be revised to reflect 12 absences instead of 20 to align with the student handbook. Mr. Jeremy Conner seconded the motion and the board voted 6–0 to adopt the change.
The agenda item to approve the 2024–2025 operating budget was tabled until the Nov. 7 meeting; the minutes note that board members want clarification of last month’s approval of steps for coaches. The minutes do not record a mover or vote tally for the tabling.
Items presented for information included a safety update, a CSIP (Comprehensive School Improvement Plan) update, elementary updates listed with Cara Merritt and high school updates listed with Lisa Taylor; the minutes record those topics but do not transcribe discussion or action taken. The board also recorded that the first date to file as a school board candidate is Dec. 10, 2024, and noted that the terms of Hollie Wheeler and Jason Blunt are expiring.
