Nixa council approves higher nonresident fee, limits recycling-center use to 65714 area

The director of utilities and public works presented the ordinance as a formal alignment of an older, informal policy that had allowed some outside-city residents to use the recycling-center drop-off if they paid a fee. He said the ordinance would limit that access to people who live within ZIP code 65714, maintain the restriction that nonresidents not use the yard-waste or composting facility, forbid commercial businesses from obtaining permits, and increase the nonresident fee from $36 to $120 to better reflect operational costs. "What's being proposed tonight ... is to establish an ordinance that would allow for use of the recycle center for those residents that live within the 65714 area code," the director said. "It would also establish a fee increase from $36 to $120 to bring that fee into alignment with the operational expenses that we are experiencing today in 2026."
During council discussion the mayor said he did not want the city to be overwhelmed in the same way some county facilities have been and endorsed planning for a sustainable fee structure. He also noted the prior policy's odd qualification by telephone number and welcomed a cleaner, ordinance-based approach.
A council member moved to adopt the ordinance; the motion was seconded and passed on a 5-0 roll-call vote. The ordinance will take effect according to the schedule set out in the adopted text.
The city clerk read the ordinance number into the record and documented the vote. The council did not receive any public comments on the item during the public hearing portion of the meeting.
What happens next: The ordinance formalizes the fee and eligibility rules described above. City staff will implement the new fee schedule and update signage and customer information at the recycling center to reflect ZIP-code limits and the continued exclusion of yard-waste and commercial users.
