Council discusses septic-to-sewer funding, county road projects and grant options

Town staff and residents discussed septic-to-sewer planning and county infrastructure projects at the March 9 meeting.
Staff reported they had submitted a $1,000,000 community project funding request (federal discretionary-type funding) targeted at a small subset of homes in a phase of the sewer project; the staff emphasized the award would only cover part of the work and that subsequent phases require full design and additional funding. "We're looking for money," staff said; "if we could get it all paid for for zero, would you want it?" they asked residents.
Several residents recounted a past petition about sewer work that town counsel later found legally insufficient to mandate a vote; staff said that because later phases need design plans, they cannot yet seek funding for those phases. Councilmembers said they will continue pursuing grants and survey work before deciding whether to advance the project.
Separately, county road projects on Florida Mango from Edgewater to 10th and other segments will include significant detours and multi-year closures; staff warned residents to expect two- to three-year timelines for some phases and said the town will coordinate detours and emergency access with fire and police.
No binding decision to begin large-scale sewer construction was made; the council directed staff to continue exploring funding opportunities and to return with options and public-engagement materials before any vote.
