The City of Clinton Planning Commission approved an amendment to section 3.10.9 (streets required improvements) of the city’s subdivision regulations that adds an extra reporting and final‑approval step for street construction reports.
A committee member told the commission the amendment “does not change any of the construction requirements for road construction and subdivisions. It does not change the testing or engineering inspection requirements. All that it says it changes is simply to add one more step in the reporting and final approval of the construction report to make sure everything was done according to our code.” The committee member said the construction report would be reviewed by the public works director and reviewed again by the commission before being sent to council for final approval.
No one signed up to speak at the public hearing on the amendment. A motion to accept the ordinance as written was made and seconded; members voted by raise of hands and the chair reported a unanimous vote and that the amendment would be carried.
The amendment, as described in the hearing, is procedural in scope: it creates an additional administrative check on the final construction report without changing engineering or testing obligations, according to the committee member’s explanation. The commission closed the public hearing on the item and moved on to other agenda business.
