County engineer reports paving, pipe repairs and a BUILD grant push; seeks consultants for congested intersection

Dahlke described coordination with local homebuilders on subdivision technical reviews and noted some rural roads will eventually require turn lanes as development increases. He flagged a congested intersection at Sandy Road and Argo‑Margaret Road that may need realignment and turn lanes; the county will consider an engineering consultant contract to run traffic counts and assess utility impacts (including pole relocations in cooperation with Alabama Power).
On funding, Dahlke updated the commission that a BUILD grant application is being finalized for preliminary engineering and planning work (deadline next Tuesday). The full program concept discussed would be multi‑phased; phase 1 engineering is estimated in the tens of millions and the overall project concept approaches tens of millions ($25M estimate cited for an early phase; a $55M planning concept was discussed for the larger program). Dahlke also recommended continued investment in the county GIS program, proposing Esri professional services and training (quoted at roughly $32,762) to improve linear referencing, work orders and public access to paving/maintenance records.
Commissioners asked staff to continue developing contract scopes, finalize the BUILD application and return with cost estimates and procurement language for any consultant work.
