"It becomes the council's decision on whether to go forward with the project and under what circumstances," Administrator Steve said, adding staff expects preliminary construction work this fall and that the full construction will span multiple fiscal years.
Councilors questioned revenue assumptions, and Steve said several state formula‑based distributions (for example, the corporate personal property replacement tax) are fixed by population figures. He cautioned the village must adopt a new water/sewer rate structure before Illinois EPA will disburse project funds and noted staff estimates the village will need to generate about $1.4 million a year to service the anticipated loan repayment once the project is substantially complete.
