The City Council conditionally approved the Mambo Crossing master plan after staff and the developer provided revised exhibits and a construction-responsibility diagram. Planning Director Brad Schweitzer and Ashley Wagner summarized the changes since the prior meeting, including a concept landscape plan and a Kirby Drive construction-exhibit clarifying which portions of Kirby the developer will build.
Developer Ryan Sweeney (BCS) said phase 1 will establish internal roads, utilities and a single, consolidated detention amenity for the site and that the team is working to deliver a pad-ready site for a lead retail tenant by approximately September of next year. "We are fully committed to it," Sweeney said, noting extensive engineering and DIA work and a revised phasing plan to accommodate tenants and TxDOT coordination.
Council's action: the motion to approve included a staff condition requiring verification of acreage calculations (a surveying complexity staff is resolving). The motion passed unanimously. Staff noted that subsequent plats and site plans will return for technical review and engineering permits before construction begins.
