Board dismisses one contractor complaint, finds probable cause in another and schedules disciplinary hearing

Escambia County’s Contractor Licensing Board dismissed one complaint and advanced another to formal discipline during its April 4 session.

In the first case, staff presented Complaint 2512118COM involving David G. Gilbert (doing business as Renovation Masters LLC) and a dispute with a roofing subcontractor. Gilbert told the board the roof was removed, replacement work completed, final inspections passed and that the homeowner had been made whole. Staff moved the prior investigation materials into evidence; after discussion the board voted to dismiss the complaint and not proceed to disciplinary action.

“Mister Gilbert had that roof replaced and has now passed inspection; the project is complete,” staff told the board during the hearing.

Later the board considered Complaint 260216COM against Robert R. Leverett (R and K Plumbing LLC) arising from a November 2025 shower replacement. Compliance staff reported that no permit had been obtained and a plumbing inspector identified open permits under the license; the matter included allegations the shower installation omitted required waterproofing components. Staff explained that because Leverett is state-certified, the board’s remedies are limited largely to permitting privileges and that further disciplinary options lie with the Construction Industry Licensing Board.

After deliberation, a majority of board members voted 8–1 to find probable cause and move the Leverett matter to a disciplinary hearing. Board staff will coordinate the next steps and notify the parties.

The board’s determination of probable cause is procedural — it allows a subsequent hearing where penalties or restrictions (including limits on pulling permits in Escambia County) may be considered, subject to the limits discussed for state-certified contractors.
