Board reviews splash pad proposal for David F. Watkins Memorial Park

Anthony Whittington, parks and recreation director, described a proposal to purchase and install a roughly 1,446–1,450 square-foot splash pad at David F. Watkins Memorial Park from Blue Water CAS under the TIPS cooperative purchasing agreement.
"The splash pad will feature five water play features including a water dome, arch jets, a splash arc, stream jets, and a water fire nozzle," Whittington said, and added that the system is a pass-through (non-recirculating) design so water does not recycle on site. (Anthony Whittington)
Whittington said the installation cost is $139,950 and construction would start at the end of May if approved. He told the board the city budgeted $35,000 for anticipated water use (paid from the parks fund to the utility fund) and that PACA and other nonprofits had provided equipment and fundraising support; PACA has fundraised about $45,000 and contributed specific play components.
Directors asked about operating hours, maintenance, staffing and chemical treatment. Whittington said the splash pad uses a pass-through system and should not require routine chemical treatment; staff will set operating hours and plan normal park maintenance. Directors also asked for a packet itemizing donated components and a breakdown of the funding sources before formal action.
Next steps: staff will include operating-cost and management details and the PACA contributions in the March 18 packet for board consideration.
