The Larkspur City Council on March 18 accepted the state‑mandated annual progress report that tracks housing permits against the city’s regional housing need allocation (RHNA) for the 2023–2031 planning cycle.
Community Development Director Andy Mogison told the council that Larkspur permitted 10 new housing units in 2025; all were accessory dwelling units. He said Larkspur’s total toward the RHNA goal of 979 units is 96 built so far in the cycle, leaving 883 units remaining to meet the allocation. The report must be submitted to the California Department of Housing and Community Development by April 1.
Mogison outlined the pipeline of planned and under‑construction projects, including Magnolia Village (20 units) and 1000 Drakes Landing (19 units). He said the city expects major proposals that could add substantially to the pipeline, including a Ross Valley Sewer District site that staff estimated could yield up to 320 units if negotiations proceed and projects move forward.
Council members asked whether the city had communicated with HCD about methodology and whether extenuating circumstances could be recorded; Mogison said HCD requires submission of raw data and does not accept narrative extenuating circumstances in the APR. Members also pressed for clarity on projected completion dates and program implementation details. A housing coalition representative, Carmela Davis of CallMarin Home, urged the council to take more proactive steps to generate larger housing proposals rather than waiting for developers.
After discussion, council moved, seconded and approved the annual progress report for transmittal to HCD. The motion passed with all members voting aye.
