Winfield committee approves routine bills, authorizes grant applications and establishes handicapped parking spot

WINFIELD, N.J. — The Township Committee of the Township of Winfield met on Jan. 12 and approved routine municipal finances and several administrative resolutions aimed at supporting 2026 operations.
Mayor Adam Koomer called the meeting to order at 7:02 p.m. and the committee approved the minutes from the Dec. 15 and Dec. 29, 2025 meetings and the Jan. 1, 2026 reorganization meeting after brief discussion. Commissioner Joseph Byrne asked whether a member who did not attend the meeting recorded in the minutes may still vote on those minutes; Attorney Colicchio advised that members who have reviewed the minutes in advance may vote. The motion to approve the minutes was made by Byrne and seconded by Commissioner Robert Carsey; Carsey abstained while Mayor Koomer and Byrne voted in the affirmative.
The committee approved requisitions totaling $1,350.26, including membership and conference costs and reimbursements for fire-academy supplies, by unanimous vote of members present. The body approved a Current Fund bill list of $82,322.38, which includes a first installment of liability insurance ($47,892.00), January school taxes ($8,176.00) and other operating and public-safety expenses. An unlisted bill for long-term disability insurance ($884.24) was also approved; both the listed and unlisted payments were adopted by motions from Commissioner Byrne, seconded by Commissioner Carsey, with all present voting yes.
On the policy side, the committee adopted Resolution 26-08, authorizing the mayor, township clerk or chief of police to prepare and submit grant applications for 2026 government operations. It also adopted Resolution 26-09, authorizing purchases under New Jersey State contracts (citing N.J.S.A. 40A:11-12) when it is in the township’s best interest, and Resolution 26-10, establishing a handicapped parking space at 69A Wavecrest Avenue and directing that the location be signed and used by holders of government-issued handicapped placards. All three resolutions passed by unanimous vote of the members present.
Acting Township Clerk Melanie Slowik filed department reports for finance, the Winfield Police Department and the Winfield Volunteer Fire Department. Mayor Koomer told the committee the township submitted a grant application the previous week to support the fire department and said the Board of Trustees will meet on allocation of an earlier grant award; he also noted an upcoming resolution (26-11) to request additional funding for a playground.
No residents spoke during the citizen forum. Mayor Koomer moved to adjourn at 7:14 p.m.; Commissioner Byrne seconded and the motion carried unanimously.
