Winfield tables proposal to video-record and livestream meetings amid privacy, cost and records concerns

The Winfield Township Committee voted to table Resolution 26-15, which would have directed video recording and live streaming of public meetings, after a discussion that centered on costs, records-retention burdens and potential privacy concerns for residents.

Mayor Adam D. Koomer said the township’s tight budget and additional staff work required to manage recordings and public-records requests were primary concerns, and he suggested the committee delay action to review costs and consult legal counsel. Koomer said residents might feel reluctant to ask questions if meetings were recorded.

Commissioner Robert A. Carsey argued in favor of video access, noting that most neighboring municipalities run recordings and that voice recordings could be an intermediate option. Commissioner Joseph P. Byrne said he had not heard residents specifically request live streaming and suggested posting recordings rather than live streaming.

Attorney Colicchio warned that creating recorded streams would generate additional public records and possible legal costs; Chief Mazzarella asked about record-retention period. After discussion and a motion by Mayor Koomer, seconded by Commissioner Byrne, the committee voted unanimously to table the resolution so staff and counsel can provide more information and proposed edits.

During the citizen comment period, resident Matt Miller said a recording “would go a long way for members who cannot make it to meetings,” urging the committee to consider access for those unable to attend in person. The committee adjourned at 7:35 p.m.
