Groton council approves $6.8M water-main contract, equipment purchases and multiple utility contracts

At its July 6 meeting the Groton Mayor and Council unanimously approved a series of routine measures, including a $6.83 million water-main replacement contract, utility equipment purchases and multi-year chemicals and sludge-disposal contracts; the council also accepted a $25,000 donation for Washington Park playground equipment and a $100 donation for the street-flag program.
The Groton Mayor and Council on July 6 unanimously approved a package of routine municipal measures, ranging from vehicle and equipment purchases to multi-year contracts for water and wastewater services.
The largest single authorization was a construction contract with Gerber Construction Incorporated not to exceed $6,826,459.80 (including a 15% contingency) to replace water mains and related equipment on Military Highway, Grove Avenue and Fairview Avenue. Councilor Montgomery moved the authorization and the council approved it unanimously.
Councilors also approved a three-year sludge disposal agreement with Wind River Environmental LLC, with a purchase order not to exceed $300,000 for transportation and disposal of liquid sewage sludge and scum, and authorized a purchase order to Kellen Group America for distribution-system transformers not to exceed $165,344.30 (including a 10% contingency). Both measures passed on unanimous votes.
On water-treatment procurement, the council approved a sole-source purchase of granulated activated carbon from Calgon Corporation not to exceed $137,000 from the FY2027 Water Division budget for a filter at the water treatment plant. The council also authorized a set of four-year chemical-supply contracts for the water and wastewater treatment plants; during discussion a Groton Utilities project manager, Kelsey Adele, confirmed the chemicals are the same and that concentrations have not changed.
Fleet purchases approved included authorization to buy one 2026 Dodge Durango Pursuit SUV for $41,645 from Gangres Chrysler Dodge Jeep Ram, and authorization (after correcting a typographical inconsistency in the paperwork) to purchase two 2026 Dodge Durango Pursuit SUVs with the corrected total cost recorded as $116,980.00. The council moved and passed both items unanimously.
The mayor and council accepted donations to support community programs: a $25,000 gift from the Connecticut Sun Foundation and player Brittney Griner to support playground equipment at Washington Park and a $100 donation from Peter Hoopes of Hoopes and Associates LLC to purchase a flagpole set for the city street-flag program. Council also approved temporary permission for alcohol service at Eastern Point Beach on Sept. 5, 2026 in connection with the Groton City Brew Run.
Deputy Mayor Sheffield presented a first reading of proposed amendments to Ordinance 2-50a and Ordinance 2-15 to establish parking regulations; the mayor asked residents to review the draft ordinance ahead of a scheduled second reading.
There were no public speakers during the citizens petition portion of the meeting. Councilors offered brief reports on recent community events, and the mayor provided public safety notices about recent storm-related outages and forthcoming community events including concerts, a farmers market and fireworks.
The meeting concluded after unanimous votes on the evening's items and a motion to adjourn.
