Staff tells commission temporary RV hookups would amount to disallowed RV park; council guidance requested

Commissioners held a workshop-style discussion July 7 about whether temporary RV hookups should be allowed for Dusty Boots, a privately owned property. Staff presented a request from owner Jesse Alcala King to install temporary RV hookups—either to facilitate property sale or to host more food trucks—and asked the commission for direction.
Staff told the commission that typical temporary uses are short events (for example, carnivals or short music events lasting about three to five days), and that approving RV hookups intended for extended stays would classify the site as an RV park, which the city’s allowed-use table does not permit. “I wouldn’t recommend a temporary use,” staff said, adding: “When you start setting up living quarters, you start getting into the realm of establishing residencies, which then they have the right to have eviction notices.”
Staff also said use variances that would allow otherwise-prohibited uses are not permitted under state law. Commissioners discussed the implications and noted Council recently removed RV parks from the allowed-use table; staff said any change would likely be considered unwelcome by Council and advised the commission to seek guidance from City Council at a workshop scheduled Monday at 5:30 p.m.
No formal action was taken; staff will represent the commission’s questions at the Council workshop. The issue centers on how the city’s allowed-use table and state law intersect with temporary uses and residency rights if living quarters are established.
