Silver Creek supervisors approve routine claims, add new clerk to bank account and agree to road cost-share with Clearwater

The Silver Creek Township Board of Supervisors approved routine financial and administrative actions at its Feb. 17, 2026 meeting, including disbursements and payroll, personnel onboarding, bank-account updates and an intergovernmental road cost-share.
The board approved claims totaling $15,603.20 and payroll claims of $8,561.27. The minutes note an audit of claims tied to check numbers 19781, 19784, 19788 and 19791. The board also approved adding newly hired Clerk-Treasurer Johann Massmann to the township bank account, removing Nancy B., and authorized Massmann to obtain a township credit card; that motion passed 5-0.
Massmann reported that annual meeting postcards have been mailed and said he will post office hours next week. The board instructed the interim clerk to train Massmann for two weeks and then be available by phone; that motion passed 5-0. The board noted 29 applicants for the maintenance position, with approximately 15 advancing for further review and some invited for interviews next week; a maintenance offer previously made was declined.
Board members discussed that CTAS accounting books for 2024 and 2025 remain open and that reports appear not to match audits. The board asked Massmann to review the situation and said it may hire an accountant to close the books; an hourly estimate of about $350 was mentioned in the minutes.
Separately, Clearwater Township requested cost-sharing for chip-sealing town-line roads: 0.7 miles of Elder Ave. and 0.5 mile of 162nd near the Mississippi Oaks Addition. The board approved paying one-half of the cost and directed Maintenance (C. Klein) to discuss options and costs. The meeting adjourned following a motion by Vice Chairman Brandon Geyen, seconded by Supervisor Andy Christensen; the adjournment motion passed 5-0.
