Board approves resolutions 1–77 by block vote; resolution 78 fails for lack of motion

Commissioner Nash said he would "abstain on numbers 9, 27, and 35," and Commissioner Young recorded abstentions on resolutions 3, 9, 21, 23, 25, 26, and 35.
