Winfield township committee names Adam D. Koomer mayor, approves appointments, temporary budget and municipal attorney contract

The Winfield Township Committee opened its Jan. 1, 2026 reorganization meeting at 12:00 p.m.; Clerk Melanie Slowik read the required public notice under the Open Public Meetings Act and called the roll. The committee sworn in Commissioner Robert A. Carsey Jr., then approved a motion by Commissioner Joseph P. Byrne, seconded by Commissioner Robert A. Carsey Jr., appointing Commissioner Adam D. Koomer as chairman of the Township Committee and mayor for 2026. Adam D. Koomer took the oath of office and presided as mayor.

Contract for municipal attorney: By Resolution 26-04 the committee authorized a non-fair-and-open contract with Renaud Colicchio, LLC under N.J.S.A. 19:44A-20.5. The contract term is one year with up to two one‑year extensions and a value not to exceed $22,000 without additional authorization. The resolution notes a Business Entity Disclosure Certification was filed and that the chief financial officer certified the availability of funds.
Temporary budget and appropriations: The committee adopted Resolution 26-06 to set temporary appropriations under N.J.S.A. 40A:4-19 so the township may make payments before the final 2026 budget is adopted.
