Winfield committee approves PBA contract, amends 2026 meeting schedule and passes bills

Mayor Adam D. Koomer and the Winfield Township Committee unanimously approved a collective bargaining agreement with the Winfield Policeman's Benevolent Association (PBA) Local 360 covering Jan. 1, 2026 through Dec. 31, 2027 and authorized the mayor to execute the agreement.
The committee voted on the agreement under Resolution 26-13 after routine finance items were handled earlier in the meeting. Commissioner Joseph P. Byrne made the motion to approve the contract; Commissioner Robert A. Carsey seconded. All members present voted in the affirmative.
The meeting also recorded approval of bills and requisitions. The committee approved a bills list totaling $44,539.37 that included county purpose taxes ($14,317.68), Board of Health services invoiced through the Department of Health & Senior Services ($8,701.62), recycling services ($3,500.00) and senior services ($3,166.00). Requisitions totaling $9,608.97 were approved; a large line item among those was $5,724.25 for police license and training services.
By motion, the committee adopted Resolution 26-12 to amend the Township Committee meeting schedule for calendar year 2026. Mayor Koomer explained the schedule adjustments were made, in part, to accommodate court scheduling conflicts. The amended schedule lists meeting dates through December with designated executive-session start times for the first meeting of the month.
The vote record for the resolutions and routine motions was recorded as unanimous among members present (Mayor Adam D. Koomer; Commissioner Joseph P. Byrne; Commissioner Robert A. Carsey). The meeting minutes show motions for approval of the minutes, requisitions, bills and the two resolutions were each moved by Commissioner Byrne and seconded by Commissioner Carsey.
The committee did not discuss substantive changes to the PBA contract on the record at this meeting; the resolution states the negotiated terms are on file with the Township Clerk. No formal amendments or roll-call dissent were recorded during these votes.
Next steps: the mayor is authorized to sign the PBA agreement on behalf of the Township; the amended meeting schedule will take effect as published and routine payments will be processed as approved.
