Longmont staff outline equity‑centered engagement framework and revamp of resident survey

City staff used the retreat to lay out the city's community engagement approach and a planned overhaul of the resident satisfaction survey.
"My name is Dylan Moore Silva. I'm the communication specialist at the city of Longmont," Dylan Moore Silva told the council as staff introduced the Inform–Consult–Involve–Partner engagement framework and explained how staff will match tactics to the populations councilors want to reach.
Angel Sanchez, the city's social equity coordinator, said equity is the foundation of staff's engagement approach: "Our equity team exists to ensure that access to opportunities, services, and participation in civic life is not dependent on identity," he said, and led a rapid exercise to identify barriers residents face when trying to report non‑emergency neighborhood issues.
Lynn Yarney, manager of data and analytics, explained the resident satisfaction survey: the city ran the 2024 survey in house using Qualtrics and plans a digital‑first launch in early June, with results in the fall. Lynn said staff will use weighting and targeted outreach to reduce the survey's historic bias toward older, home‑owning respondents.
Anna, on the content review team, said staff are tightening plain language and translation and focusing the instrument on sentiment while preserving continuity for trend analysis. "We're going through an iterative review of the entire survey . . . and the equity lens is big," she said.
Councilors pressed for concrete outreach tactics — pop‑up iPads at community events, partnerships with nonprofits, translation and mid‑fielding checks to rebalance outreach through the survey period. Staff committed to sampling checks during fielding and to return with a more detailed outreach plan for council review before full promotion.
