Kalona council approves $205,000 in summer road work, clears bills and adopts several resolutions

On a motion by Beisheim and seconded by Spitzer, the council allowed a long list of bills and interfund transfers, and it approved multiple resolutions and permits before adjourning.
Bills and transfers: The council approved the published bills list, which includes a number of large payments and transfers. Notable line items on the approved list include a Washington County law contract for $84,112.75; a 144-inch zero-turn lawn mower for $67,321.33; Team Laboratory sewer chemicals for $44,844.00; Garden & Associates engineering for $39,874.90; and several Hills Bank paybacks and interfund transfers. The meeting's withdrawals and deposits section documented multiple fund transfers across General, Water, Sewer, Library Board, Local Option Sales Tax and other funds.
Road projects: Council discussion focused on three prioritized summer road projects: 6th Street (B Avenue to Highway 22), H Avenue (3rd Street to 4th Street), and town-wide annual patching. The council estimated combined costs of $205,000 for those top options and approved the projects on a motion by Councilmember Bender, seconded by Councilmember Spitzer.
Resolutions and permits: The council approved Resolution No. 2025-J to transfer $25,701 from Cemetery Savings to reimburse General Checking for cemetery projects (motion by Bender, seconded by G. Schmidt). It adopted Resolution No. 2025-K to change the start time of council meetings to 6:00 PM beginning July 21, 2025 (motion by Beisheim, seconded by G. Schmidt). The council also approved Resolution No. 2025-L to temporarily close portions of B Avenue and 5th Street for the Car Show on Saturday, August 23, 2025, from 2:00 PM until 9:00 PM (motion by G. Schmidt, seconded by J. Schmidt).
Permits and sales: The council approved a chicken permit application for Heidi and Craig Morrison at 409 D Avenue (motion by Beisheim, seconded by Bender). It also approved sales of cemetery plots to the Michael and Sylvia Pierce Trust and to Benjamin and Rosemary Mason for Nutmeg Cemetery, and to Terry Craft for Sharon Hill (motion by J. Schmidt, seconded by Bender).
Riverboat funds: The council recognized receipt of second-quarter Washington County Riverboat funds totaling $59,409.77 and directed staff to send an acknowledgment of the support; the funds will be used for council-approved budget projects.
