The City of Newton commissioners voted to approve the preliminary plat for the Brigham Industrial Addition, contingent on engineering staff receiving and addressing items noted on Attachment B, the board said during the meeting.
Justin, a city staff member, told commissioners the plat was submitted under the city subdivision regulations and had undergone initial review by city staff and area utility companies. "This site is a little more complex than your average site," Justin said, noting utilities and sewer lines routed under proposed building footprints and the need for clearer plan sets.
The approval followed a detailed discussion of title work, easements and infrastructure. Justin explained the property had been "altogether as one tract prior" and the applicant is splitting it into two parcels to enable separate sales and complete title work. Commissioners and staff raised concerns about access easements for potentially landlocked parcels, ensuring easements extend far enough for future development, and a fire line that crosses the property. One commissioner noted, "All that will have to be dealt with."
Committee member (S4) moved to approve the preliminary plat "to the City of Newton, Harvey County, Kansas, contingent upon engineering staff receiving of and addressing of items noted on Attachment B," and the Chair (S1) seconded. The Chair then called the vote; those present responded "aye," and the Chair stated, "Motion carries."
The motion as approved does not authorize construction but advances the platting process. Staff indicated the outstanding items identified in Attachment B and the easement and utility clarifications must be resolved before later approvals. Engineering staff were identified as the assignee to address Attachment B items and to confirm easements and fire-line accommodations before final plat action.
The commission did not record individual vote tallies or state any dissents during the motion and vote. The board moved on to old business following the approval.
