Council directs staff to post BOAA vacancy, create committees and cancels movie night; schedules quick special meeting

The council used the July 6 special meeting to direct staff on a series of administrative and community items.

Appointment process and BOAA vacancy: administrator explained Melinda Plammel's BOAA term had expired and recommended reappointment or reposting the vacancy. After discussion about transparency and past practice, council directed staff to post the BOAA vacancy publicly for 30 days and bring applicants to council; the council later moved to table a specific appointment action and the motion to table passed.

Committees: staff proposed establishing a Historic Preservation Committee and a Finance Committee, each with a council member appointed as liaison and resident members. Council agreed to open applications to residents (including renters for the committees; the BOAA remains a property-owner requirement because it is quasi-judicial) and to revise the finance committee duties so it reviews monthly financial statements and check registers and provides digestible monthly summaries for the public. Staff will bring amended resolutions and applicant packages back for council selection.

Events: staff recommended cancelling the town movie night this year due to logistical and scheduling challenges and fiscal restraint. Council approved cancelling the movie night and directed staff to publicize the cancellation and to prepare for a July special meeting (proposed July 13) to decide the town picnic and an IGA with Jefferson County.

What comes next: staff will post BOAA and committee applications for 30 days, prepare revised committee resolutions and committee duties, and schedule the special meeting and a strategic planning/budget workshop (options discussed: July 27 or Aug. 10).
